Ms. Keenan is a partner in the Employee Benefits Group at Ivins, Phillips & Barker. She advises firm clients on all aspects of qualified plans, including the legal issues associated with various plan investments. With an emphasis on benefits offered under a cafeteria plan, she has assisted clients in resolving a variety of legal problems affecting welfare benefits. Ms. Keenan's practice encompasses everything from assisting clients with self-audit/self-correction programs under the IRS's VCR and CAP programs, to designing and establishing VEBA's, to consulting on executive compensation programs and fiduciary issues arising under ERISA. Ms. Keenan is also a frequent speaker on a variety of employee benefit issues, particularly cafeteria plans, VCP procedures, electronic plan administration, and FICA taxation of deferred compensation plans.
Ms. Keenan was a Dillard Fellow at the University of Virginia, where she received her J.D. in 1983 and was named to the Order of the Coif. She graduated from the College of William & Mary, cum laude in 1974, receiving an A.B. She is an active member in the District of Columbia Bar, State Bar of California and American Bar Association.
