Ivins, Phillips & Barker is pleased to announce that Danielle Rolfes has been appointed as the Deputy International Tax Counsel to the U.S. Department of the Treasury, effective as of August 15, 2011. Ms. Rolfes, who spent her legal career to-date with Ivins, most recently as a partner in the firm’s International Tax Practice Group, succeeds Michael Caballero, who was recently promoted to International Tax Counsel.

“Danielle has been a leading member of our International Tax Practice Group and the Tax Bar in general, and I am confident that her judgment and broad tax experience will be an asset to the Treasury,” said Bob Stack, head of Ivins’ International Tax Practice Group. Leslie J. Schneider, a partner in the firm’s Tax Accounting Group, commented, “Danielle is brilliant and very knowledgeable in the international tax area. We think she will make a great addition to the Treasury."

While at Ivins, Ms. Rolfes advised clients on a wide variety of tax planning, controversy, and compliance matters, including tax planning for inbound and outbound ventures, foreign tax credit planning, foreign currency issues, and tax treaty issues. In the tax accounting area, Ms. Rolfes has expertise in changes in methods of accounting, Schedule UTP, and the deduction for domestic production activities under section 199, on which she has written extensively.

Prior to her appointment, Ms. Rolfes served as Vice Chair of the American Bar Association’s Foreign Lawyers Forum and as a member of the Tax Executive Commission of the American Institute of Certified Public Accountants. She is also a member of the District of Columbia Bar Association’s Steering Committee.

Ms. Rolfes received her B.S. summa cum laude from Wright State University, her J.D. magna cum laude from Harvard Law School, and her LL.M. in Taxation with distinction from Georgetown University Law Center.
