Hank Gutman to Receive TCPI's Pillar of Excellence Award for 2024

The Tax Council Policy Institute (TCPI) has announced that Harry L. (“Hank”) Gutman will be presented its Pillar of Excellence Award at the Institute’s 25th Annual Tax Policy Practice Symposium on May 16 and 17, 2024. Hank, who is of counsel to Ivins, Phillips & Barker, will receive the award in recognition of the contributions he has made to the tax community over the course of his storied career. In receiving the award, Hank joins fellow Ivins attorney Eric Solomon, who received TCPI’s inaugural Pillar of Excellence Award in 2009.

In over five decades as a tax attorney, Hank has held positions with the executive branch, legislative branch, major universities, leading law firms and a top accounting firm. His public service achievements are significant: he has previously served as Chief of Staff of the Joint Committee on Taxation and as Deputy Tax Legislative Counsel in the Treasury Department’s Office of Tax Policy. He also has written extensively in the wealth transfer and consumption (VAT) tax areas, testified several times before Congress, and served as the Reporter for the ALI Generation-Skipping Transfer Tax project. In private practice, Hank has represented individual clients and coalitions in a wide range of matters before Congress, the Treasury Department, and the Internal Revenue Service.
